To get your learner licence in Newfoundland and Labrador, also called the Class 5 Level 1 licence, you’ll need to take a written knowledge test based on the 2024 Newfoundland and Labrador Road Users Manual. The test will be made up of 35 multiple-choice questions pulled from the handbook, and you’ll need to answer at least 34 correctly to pass. To qualify for the licence, you must be at least 16 years old, pass the written test and a vision test, then provide proof of age, identity, and parental consent if you are under 19. You will be required to hold your level 1 licence for a minimum of 12 months, or 8 months if you’ve completed an approved driver education program. While you hold the learner licence, you must always be in the company of another licensed driver with four years of driving experience anytime you are behind the wheel. There is no fee to take your written knowledge test, but if you pass, your learner licence will be $60, and valid for up to 2 years. When it is time for your road test to move on to level 2, the road test fee of $78 must be prepaid before your testing appointment, and your licence will be $125 and valid for five years.
